The Claim

In 2021, around the time the Taliban took Kabul, foreign aid accounted for about 40% of Afghanistan's gross domestic product (GDP).

The Short Version

Available evidence supports the 40% figure for the period just before Kabul fell. The World Bank reported aid flows equal to 42.9% of GDP in 2020, and multiple 2021-era analyses described Afghanistan as receiving about 40–43% of GDP from foreign aid before the Taliban takeover. The main caveat is that aid fell sharply after August 2021, so this should be read as a pre-takeover snapshot, not a full-year average.

Caveats

  • The strongest numeric estimate is for 2020; the claim relies on that figure carrying into the immediate pre-August 2021 period.
  • Do not confuse total foreign aid flows with narrower measures such as grants or budget support; those produce lower percentages.
  • The 40% characterization does not describe all of 2021, because foreign aid was heavily disrupted after the Taliban took Kabul.
