The Short Version
The evidence strongly supports that India is building and fielding a layered surveillance and early-warning architecture along the LAC, combining radars, cameras, drones, satellite feeds, secure networks, and AI-enabled fusion tools. Recent reporting and official launches show this is a real, ongoing modernization effort across sectors including Ladakh and Arunachal Pradesh. The main caveat is that full, uninterrupted end-to-end real-time coverage along the entire LAC is better supported as a goal still being built out than as a fully achieved state.
