The claim overstates Nicholas II’s power and misstates the Okhrana’s role. He was an autocratic ruler, especially before 1905, and he relied on repressive policing to protect the regime. But after the 1905–1906 constitutional changes his power was not accurately described as “total” for the whole reign, and the Okhrana functioned as secret police, not as the body that governed the empire.
